Canceled GTA 5 Story DLC Could Have Taken the Series Abroad for the First Time in 15 Years

Grand Theft Auto 5's story DLC might have transported players to Paris, based on leaked footage.

Last week, a trove of files and assets from GTA 5 appeared online, revealing a variety of cut content. This prompted Rockstar to issue takedowns against creators who showcased the material in their videos. Among the most intriguing reveals was the scrapped DLC, which included a Liberty City map expansion.

Fans have also dug up new details about the game's legendary story DLC, which Rockstar officially announced in 2013 with a planned 2014 release. Unfortunately, it never materialized, as Red Dead Redemption 2 and GTA Online took precedence. One of the DLCs would have starred Trevor as a secret agent, handling dirty work for the government and assassinating high-profile targets. Much of this was already known, but what fans might not have realized is that this DLC also seemed to be heading to Paris.

In the leaked files, players could examine some of the unfinished levels for this DLC, and one features a luxury apartment overlooking Paris. The Eiffel Tower is visible from a balcony, though it's just a flat image rather than an explorable 3D environment. It's quite possible that this apartment was the extent of the overseas adventure, perhaps used for a cutscene or an assassination mission.

The only other time Grand Theft Auto has taken players abroad was in GTA: London 1969, an expansion for the original game released in 1999. Some fans have hoped to see the series travel overseas, but former writer and creative director Dan Houser suggested the franchise wouldn't work as well outside America.

"I think for a full GTA game, we always decided there was so much Americana inherent in the IP, it would be really hard to make it work in London or anywhere else," Houser said in 2025. "You know, you needed guns, you needed these larger-than-life characters. It just felt like the game was so much about America, possibly from an outsider's perspective. But that was so much about what the thing was that it wouldn't really have worked in the same way elsewhere."

Trevor's actor, Steven Ogg, has spoken loosely about the scrapped GTA 5 story DLC in the past. He filmed some scenes for it, but Rockstar never followed up, and that was the end of it. A former developer estimated the DLC was about halfway finished when it was canceled and was bitter about its cancellation.

"It was really really good," said ex-Rockstar Senior Camera Artist Joe Robino. "But when GTA Online came out, it was so much of a cash cow and people were loving it so much that it was hard to make an argument that a standalone DLC would outcompete that. I think looking back now you could probably do both. But that was a business decision they made. I was a little upset about that. That actually was a lot of the reason for me being a little sour at that time. Because I was like yo, WTF guys? This st's awesome. Let's keep going. Let's finish this st."

With GTA 6 on the horizon, it seems unlikely we'll ever see this DLC revived, but some of it was salvaged into GTA Online updates like The Doomsday Heist.
